Darkspawn can't directly turn anyone into one of them, but when they infect others with their taint, if that person doesn't die, they'll become a tainted creature called a ghoul. Their minds are mostly gone, their bodies given to corruption which manifests through hair loss, sores, and so on. The best thing that can be done is to put them out of their misery, before they can harm others. There is no coming back from that."
